11. On the other hand the question of principle discussed in this despatch appeared to me to be too big to be put forward merely as one item in a Salaries Despatch and I have accordingly dealt with it as a
separate issue; it can be so treated, as the remaining posts in the super-scale schedule would not be affected
by the elimination of these eight posts therefrom. I trust that I shall learn in due course that my proposal has your general approval.
