appointed and I think the same is true of the Secretary

for Chinese Affairs and the Financial Secretary, who are

'ex officio' members of Executive Council; but I strongly

advise further consideration of the desirability of

normally held by administrative officers.

nature; but there can be no certainty in view of the

multifarious duties which fall to the lot of the junior

administrative officers that the officers nearest the top of

the time scale list will have had training in the technique

of the department the head-ship of which may become vacant

or that the officer selected to fill such a post will prove
