(2) Allotment of quarters. Quarters may be
allotted to any officer singly or with others, in the
absolute discretion of the Government, but officers for
whom a sum in lieu of rent, and not a percentage of such sum, is prescribed in paragraph (6) (b) shall be preferred
to others. The relative status of officers and the
convenience of officers and their dependents will be taken
into account in the allotment of quarters, and normally
one tenement will not be allotted to more than one officer
with dependents while they are actually residing with
him there; but no other officer shall have any claim to
the sole occupancy of any tenement, nor shall anything prevent the allotment, cancellation thereof and reallotment
of quarters for any period, however short, as may at any
time seem best in the interests of the service.
(3) Subletting, etc., prohibited. Under no
circumstances shall any officer, while occupying premises
allotted to him as quarters or for which he draws rent
allowance
(i) let, hire out or sublet the premises or any
part of the premises, or
(ii) except with the permission of the Colonial
Secretary take any paying quest.
(4) Sharing premises. (a) Rent for quarters
shared by two or more officers shall be equal to the
highest such rent payable by any one of them or, if the
emoluments of one or more of the officers include free
quarters, then half that rent, and shall be paid only by
the officer on whose salary it is calculated.
