allowance was entitled to the addition to his

pensionable emoluments of one-sixth of his

salary (subject to a maximum of £200) - an

addition far in excess of the value of Governme

assistance towars quarters in the case of

officers liable to pay rent at 6%.

It was,

we presume, intended that this provision should

not apply to officers on the new scales liable

to payment of an economic rent for quarters;

although the law in its present form apparently

would not exclude such officers. Furthermore

the new salaries contemplate a maximum addition

of £150 (not £200) for officers entitled to

free quarters.

We apprehend that the Secretary of State,

following usual practice, would not approve of the

curtailment of the privileges of officers serving on the

old terms so long as they continue to serve on terms

providing for either free quarters or for the payment of

rent for Government quarters on the basis of 6% as at

present.

On the other hand we consider that Section

2 (c) (i) in its present form should not apply to officers

appointed on the new terms.

After careful consideration we recommend the

replacement of the present section 2 (c) (i) by provisions

to the following effect:-
