The Land Surveyors of this Department have two inter-

mediate posts of Assistant S. C. L. at £950 to £1,050 and the

Marine Surveyors have one or more similar posts of assist. M.S.

at £1,000 to £1,100. There are no corresponding posts for

Engineers.

A

Executive Engineers have to proceed through a 5 year

time scale to reach the same maximum of £1,250 as the S.C.L.,

Assessor, G.M.S. and G.V.S. who have no time scale. The

Executive Engineer has hitherto been considered of higher status

than all these officers except the S.C. L. & S. with whom he

ranked as an equal.

The relative values of promotion on the proposed

scales are as follows:-

We pointed out in para. 10(c) of our letter of 25.2.38.

that in the Colonial Service generally there exist three, and in

Malaya 4, grades of Engineers below the rank of A.D.P.W. and

that the two lowest correspond to our one grade of Engineer,

there being a proficiency bar and not a promotion bar between

them, The present proposals to limit the Engineer's scale to

£950 result in the elimination of the upper part of the scale

general to other Colonies and this omission appears to have been

utilized to lower the scales proposed for Executive Engineers and

A.D.P.W. 'S. If this is not an oversight on the part of the

Anomalies Committee we can only assume that an attempt is being

made to lower the Engineer's scatus. This we submit again is

an entire reversal of values acknowledged by Government both

before and since 1929.
