on a salary of £1,000 should be promoted on the old scale (two such promotions have recently been made) and the Anomalies Committee's opinion expressed in paragraph 23(b) that it sees
no real distinction between such officers, we submit that
sufficient grounds exist for at least the retention of the old
scales on promotion.
III. Effects and Anomalies of the proposed Scales,
14. We submit the following notes on (a) Comparisons between the old and the proposed scales, (b) comparisons with the scales of other professional officers and (c) observations.

The attached graphs show at a glance the divergencies between the old and proposed scales for salaries in the Colony and on leave (App. I) and for pensionable emoluments (App.II)
whilst App. III is a table giving details thereof.
16. The values of promotion to the Engineer for different
cases are given below. For obvious reasons the maximum of the
grade before promotion has been taken. In accordance with para.
25 of the A.C.R. the minimum increases in case 2 would be zero.
