In Appendix II the petitioners humbly

submit for your consideration a

comparison of the salary scales in

West Africa and Hong Kong. In Scale B

of this Appendix they have outlined a

scheme which is, save in one respect,

comparable to that of West Africa and,

while entailing reductions, especially

in pension prospects, when compared

with that fixed by the Hong Kong

Salaries Commission of 1929, is

never the less one which officers might

reasonably be asked to accept.

Scale B of this Appendix, providing

as it does for rive super scale posts

and four senior grade posts, would offer

prospects of promotion consonant with

the suggestion contained in the

Secretary of State's dispatch as quoted

in paragraph 11.

In one respect there is a disparity

between the scale which your petitioners

propose and that adopted in Test Africa;

namely, in regard to the initial salary

of officers on probation. At such a

time high initial expenses are incurred

in the purchase of tropical clothing

and in the payment of club entrance

fees. It may also be observed that in

Hong Kong, owing to a shortage of

houses, especially at the present time,
