SHOWETH:

That the undersigned petitioners humbly

beg your consideration of the following
points with regard to the salary scales
which it is proposed to introduce to
this Department.
Your petitioners are in agreement upon
the principle of uniformity on which
they understand the proposed salaries to
be based. They accept, also, as a basis
for the computation of such salaries,
the scales as adopted in W. Africa.
They humbly submit, however, that the
salary scales for Hong Kong should in no
circumstances be inferior to those
existing in West Africa, and in doing so
they beg to quote from a Dispatch of the
12th March 1936 on this subject by the
then Secretary of State for the Colonies
to His Excellency The Governor, as
follows:-
"I could not recommend the adoption of
scales inferior to those devised for
Tropical Africa, which in view of
financial position of the Dependencies
concerned, have been fixed on a minimum
basis".
