I am satisfied that for reasons of educational policy rather than merely to improve the romotion pro spects of serving officers it is desirable that the post of headmaster of the Central British School should be recognised as a superscale post of equal status with the headmasters of Queen's and King's Colleges. The Central British School is the only Government secondary school catering solely for children of European parentage and I c nsider that its actual and potential importance should be recognised, by the grant of proper status to its headmaster. I recommend therefore the creation of a new ost of headmaster on the salary scale recommended for that grade by the Anomalies Committee, to take effect from

1st January, 1939.

Secondly, the scheme of salaries approved by your predecessor provided that the extra allowance attached to the posts of Senior Master should be non-pensionable, thus making these posts much less attractive than, say, senior grade posts in West Africa. On further consideration I consider that it would be better to retain a special fixed salary, which would be pensionable, for the se posts and that that salary should be £1000 per annum. If that is agreed it will be necessary to provide that officers on the old scale should be permitted on promotion to Senior Master to retain their exist- ing quarters and pension privileges, but they should not in addition draw the residential allowance which will be attached

to the post for officers on "new terms". An officer so promoted should not, however, be entitled to retain his quarters and pension privileges if subsequently promoted to

the Headmaster grade.

If this action is taken it will, I think, be impossible to deny similar treatment to European Mistresses and a salary of £740 should be attached to the post of Senior Mistress. Furthermore officers in the Legal Service will

doubtless expect similar treatment for the posts of Land
