I discussed this with Mr. Edmands and I
agree with his minute and suggestions.
As regards III and 6A Residential
Allowances, the arrangement which Mr. Edmunds pro-
poses is, I think logical since it reflects the
diminishing importance of the cost of living as
income increases. It will also be easily applicable;,
will obviate the introduction of a new artifical
tail end of the scale and will preserve the
incremental advances intact.
