Two years ago the Hong Kong Government

set about a general revision of salaries and other

terms of service for the purpose of realigning

conditions in that area of the Colonial Service with

the general standards favoured by the Plymouth

Committee. The local recommendations with some

modifications were approved in 53723/36 but a series

of important points were reserved for subsequent

consideration by an Anomalies Committee.

The report

of this Committee is now transmitted by the Governor

in No. 2 and it is accompanied and followed by

petitions from the P.W.D. and the Education Department

protesting against the treatment accorded to them in

the new arrangements, and by representations from the

and Harbour Master and his assistants, [the Government

Marine Survey or

Department.

This collection of documents is, therefore,

rather a formidable one. For years past Hong Kong

salary scales have presented a rather inchoate appearance

to anyone accustomed to African or Malayan salary

scales, and the Hong Kong arrangements have in the
