New Scales for Certain Classes of the Service.
These scales are based on the same

principles as the revised scales already approved,
i.e., there are fixed salaries for the senior posts,
while the salary scales of the junior posts have
been brought into line with the general scheme.
have no comments on the specific proposals, which
are mainly a matter for C.S.D. As far as the
revised salaries for marine surveyors are concerned,
these are affected by the Governor's despatch at (8)
on 53712/1/38. Those recommendations will again be
affected by the decision taken on the question of
residential allowances.
Application of New Scales to Serving Officers.
In general the proposals appear to me to
be in accordance with the general principles laid
down in our despatch at (7) on the 1937 file. So
far as officers in Class I of the salary scale are
is being my
concerned, the question has dealt with on
53723/38.
In the case of the Educational Service and
the Survey Department, the Committee recommend that
officers should be permitted to transfer to the new
scales with their existing privileges as to quarters
and pension. This is no doubt logically anomalous,
but is probably the best compromise in the circum-
stances, and I see no real objection in principle.
