Pensions.
By Section 2 (c) (i) of the Pensions
Ordinance any officer eligible for the occupation of
Government quarters or for a rent allowance is
entitled to the addition to his pensionable
emoluments of one-sixth of his salary, subject to a
maximum of £200. Officers on the new salary scales
pay an economic rent for quarters and the report
recommends that the Pensions Ordinance should be
amended so that these officers receive no addition
to their pensionable emoluments of a proportion of
their salary (which represent the value of Govern-
or free

officers no longer receive).
I suggest that we should approve this
recommendation, subject to the observations of the
Pensions Branch upon the suggested new form of
Section 2 (c) (i).
Rent Allowances and Quarters.
The Committee point out that the new
salary scales were based oily upon the African
scales, but with the addition of 15 per cent.
representing the amount Hong Kong officers will be
liable to pay for quarters (whereas officers on the
African scales received free quarters). The
present salary scales are anomalous in this respect
and the Committee recommend that all officers on the

new terms occupying Government quarters should
12 per cent. of salary in the case of unfurnished
quarters and 13 per cent. in the case of furnished
quarters, with the necessary modifications for
officers eligible for rent allowances.
