This report deals with a number of points
which were left over when the main scheme for the
revision of salaries in Hong Kong was drawn up.
It is therefore necessarily somewhat disconnected
and generally speaking, since it depends largely
upon local conditions, I think we may approve its
recommendations. There are, however, two main
points which require careful consideration, one being
the proposed system of residential allowances and the
other the salaries recommended for technical posts.
The Committee emphasized that they had felt great
difficulty in deciding on their recommendations for
the latter and assumed that they would be closely
scrutinized here.
A number of petitions are being made as
regards the report and no decision should presumably
be taken upon these particular points until they are
received.
