I am commanded by the Army Council to acquaint you that they have given very careful consideration to your letter of the 28th November last, No. 53714/1/38, and its enclosure, respecting the rates of pay to be provided for issue to members of the Hong Kong Volunteer Defence Corps in the event of mobilization.

I am to say that it has always been the practice that rates of pay for such forces shall correspond as closely as possible to those provided in the Pay Warrant for analogous Regular soldiers of the British Army, and that the Army Council attach considerable importance to the maintenance of this principle in view of the obvious difficulties which may arise should individuals paid at substantially differing rates be employed on similar duty in time of emergency. This principle had been accepted by the local government in the case of the force now in question, and the Council very much regret to find that that government now feels itself unable to proceed on the lines which had previously been agreed to and which embodied this principle.

In view, however, of all the circumstances, the Council will not press their objections to the present proposals of the local government, provided it is clearly understood that it may be necessary for them to give further consideration to the matter in the event of those proposals being found in practice to give rise to practical difficulties amongst the British troops.
