I have the honour to inform you that consideration
has recently been given to the salary scales of matrons and
European sisters in the service of the Hong Kong Government.
I enclose a copy of a petition which was addressed to the
Officer Administering the Government in June, 1937.
Consideration of this was deferred pending the arrival of
the new Director of Medical Services. It has since been
carefully considered with him and I am satisfied that there
is substance in the representations made in the petition and
that some improvement in the prospects of the European
nursing staff is desirable.

In the course of these discussions comparison
has been made with the scales of salary in force in other
colonies and I enclose a statement of the scales in East
and West Africa and in Malaya prepared by Dr. Selwyn Clarke.
It is thought that some improvement is justified both in
the actual scales of salary for the various grades and in
the proportion of appointments in the more senior grades,
that is, Matron Grade I and Matron Grade II (which latter it
is proposed in future to call Senior Nursing Sister).
3. I desire therefore to seek your approval of the
following scales of salary and changes in numbers of posts:-
