Office any effective advocacy of my views.
I was sanguine enough to think that recent labour
troubles in the Colonies, and the creation (so I understood)
of a special Labour Sub-department in the Colonial Office
would help towards the acceptance of my recommendations, and
I got the impression from you that the sub-department repre-
sented by Mr. Hibbert would not let the matter rest, but it
is ten months since I first approached the Office, and nothing
has been done.
