Please forgive the delay in answering your
letter of the 6th inst., but I thought it would be no harm
to think it over. The confusion into which the Hongkong
Government has fallen is justification enough for my insisting
on the real cause of my appeal to the Secretary of State.
You will remember that I explained to you at our interview
that it was not any anxiety about the Brewin Charity but a
wish that public assistance should be given on a substantial
scale to disabled workmen that prompted my letter.
I was
so anxious that there should be no misunderstanding that I
wrote later to you on the subject and you assured me that
you had made the point clear to the Hongkong Government.
But I now find the Hongkong Government, when asked by you
to do something for disabled workmen, replying that it is
"quite alright", that the S.C.A. is already in communication
with Mr. Brewin about the Brewin Charity!
