I have the honour to address you on the
subject of the higher personnel in the Post Office in Hong Kong. As you are aware the office of Postmaster General is normally held by a senior officer of the Administrative Service. A post of Assistant Postmaster
General formerly existed but was abolished some years
ago and in practice the Postmaster General's principal
assistant now is the Chief Accountant, who is at present on a salary of £820 by varying increments to £1050.
Below him there are a Controller of Posts, and a number
of assistant superintendents of mails (partly Europe an and partly Asiatic). The Chief Accountant and the
Controller of Posts are members of the Colonial Postal
Service (see correspondence ending with Mr. N. L. Smith's
despatch No.561 of the 2nd of September, 1937).

The work of the Post Office, in spite of
the transfer of certain of the wireless services to the
Cables and Wireless Ltd., is increasing in amount and
complexity owing to the steady growth of broadcasting and the very rapid growth of air mail services. At present, too, there is additional work owing to the very
greatly increased amount of transit mail passing through
Hong Kong
