I have the honour to confirm my confidential
telegram No.312 of 3rd November, 1938, which reads as
follows:-
"Your telegram No.203. I have approved with
advice of Executive Council commutation of
sentence in case of Chung Chi Cheung."
and to inform you that with the unanimous advice of my
Executive Council I have commuted the sentence of death
passed upon Chung Chi Cheung to one of imprisonment
with hard labour for life.
