Would you mind referring to your let

No.53684/38 dated 27th February, 1939, on the

subject of secret service expenditure. After

discussion between the Auditor and Commissioner

of Police arrangements have now been made under

which it is expected that it will be possible to

produce either open or secret vouchers for audit

inspection in the case of every secret service

payment. It is not, therefore, expected that any

certification by the Governor will be necessary.
