end, too, is not economic exploitation in the ordinary
sense but conservation of water, prevention of soil
erosion and preservation of amenities, objects to which any benefits accruing from the increased production of
fuel and other forest products must always be incidental
and subsidiary.

In these circumstances, while I am very grateful for the suggestion put forward by the
Director of the Imperial Forestry Institute and will
certainly bear it in mind for the future, I am of the
opinion that at present there would be little advantage
in securing the services of a Malayan forest officer
to make a survey and that it will suffice if in the
next few years steps are taken to implement the policy
outlined by the Superintendent, Botanical and Forestry
Department in the latter portion of his memorandum.
