Sir A. Caldecott states

That he is in no doubt that he
expressed the view that the site in
question should be handed over to the
War Department free, apart from necessary
cash expenditure incurred in preparing
the site.

That this, however, was expressed
as a personal opinion, and that there
was no offer or promise on his part by
which the present Governor or any other
authority need feel themselves bound.
In view of Sir A. Caldecott's
statement, I suggest that we should accept
the Governor's recommendation, which is that
there should be no departure from the normal
procedure and that the transaction should be
put through on ordinary business lines.
