Printed estimates and Financial Secretary's memorandum

circulated to members about 1st October.

First Meeting 13th October, 11 a.m.

(1) Governor's statement on general situation and policy.

(2) Financial Secretary addresses Council and moves a

Resolution approving draft estimates of expenditure for 1939.

(3)

(Speech to be printed or duplicated but not circulated beforehand).

Colonial Secretary formally seconds Resolution.

(4) Governor at 12.30 or earlier announces adjournment

till 2.30 p.m.

13th October, 2.30 p.m.

(1) Senior Unofficial addresses Council and moves, as

amendment to the Resolution, that the draft estimates be referred, for consideration in detail, to a Select Committee consisting of the Colonial Secretary, Financial Secretary and all Unofficial Members.

(2) Amendment seconded by next senior Unofficial.

(3) Such other Unofficials as desire address Council on

general matters affecting the budget.

(4) Amendment accepted by Colonial Secretary on behalf of Government after any necessary reply has been made to points raised in the debate.

(5) Resolution so amended put and passed.

(6) Council adjourns.

(N.B. If it were necessary to take any other urgent

business at this time it could be taken after

(5) above.)

Meetings of Select Committee.

These should commence immediately after above

meetings of Legislative Council and be continued as

necessary. Possibly the first meeting could be held

on the same day, immediately after adjournment of

Council if the debate has not been long.
