expenditure due to a serious deterioration in
the revenue position this could be done in respect
of both recurrent and non-recurrent expenditure;
and presumably this assurance would still hold
good if the present proposals were approved.
The Governor is evidently satisfied that expenditure
on these works is entirely justified, and it is certainly true that they would give employment to
large numbers of destitutes a point of some
importance at the present moment on account of
the refugee problem.
? We may therefore telegraph approval
of the proposals contained in this despatch.
There seems to be some confusion between paragraphs
8 and 11 regarding the recruitment of extra
architects, but we can ? ask the C.A. to recruit
two architects in accordance with the papers of
particulars enclosed in this despatch, and add a
word to this effect in the telegram to the
Governor.

I agree generally. To add comparatively small sums to
the surplus in present conditions would add nothing to
the financial security of Hong Kong; while to continue
with the execution of useful works for which money is
available has the obvious advantage of relieving unem-
ployment.
