actual emoluments while in the Colony would be almost
identical whether they continue to be entitled to rent
allowance under the existing terms or lose such rent
allowance and draw residential allowance.

For convenience the full basic scales now
recommended for final approval are set out in the enclosed table. If you approve I propose that they should come
into operation as from 1st January, 1939.
6.
I propose also if you agree that the titles
of the officers in this branch should be changed to
"Principal Surveyor of Ships", "Senior Surveyors of Ships",
and "Surveyors of Ships" which give on the whole shorter
titles and are more correctly descriptive of the work of
the branch.
