I have the honour to acknowledge the receipt of
your despatch No. 220 of 14th July, 1938, regarding the
salaries of the Government Marine Surveyors. I note your
general agreement with the view that some improvement in
the position of these officers is desirable and I gather
that the scales suggested in Mr. N. L. Smith's despatch
No. 768 of 30th December, 1937, are regarded as generally
suitable.

You suggest however that it might be preferable
to adopt alternative scales of salary and grading of posts
which would give a lower maximum for the time scale but a
larger proportion of senior posts. On the whole, having
regard to the proportion of senior to time scale posts
generally prevailing in other branches of the Colonial
Service in this Colony, I prefer to adhere to the grading
recommended in Mr. Smith's despatch already mentioned
subject to the further modifications proposed below.

In the first place in order to bring the time
scale into better relation with other scales it has been
recommended in the report of the Anomalies Committee
forwarded to you with my confidential despatch of 6th
September, 1938, that it should be varied slightly in
fourth and subsequent years and should rise to a maxi
