point in those cases in which the new scales are more
attractive; and in accordance with this general
principle I consider that serving officers in the
Marine Survey Department should be absorbed on to
the new scales on that basis. With your approval,
I desire to withdraw the alternative suggestion made
in paragraph 4 of my despatch of 12th October which
would add an additional complication to an already
sufficiently complicated salary scheme and which on
further consideration I consider to be somewhat too
generous.

I have also assumed your agreement to
the changes in the titles of the officers in this
branch proposed in paragraph 6 of my despatch of
8,1
12th October.
