I am very grateful to Mr. Edmonds for
having undertaken this work.
The Board of Trade were very tentative
in their advice, as they felt unable to express
a definite opinion without fuller knowledge of
local conditions. They did not wish to make the
proposals set out in Mr. Edmonds minute in an
official letter in the first place and they
accordingly suggested a discussion.
They said that they found the policy of
having a larger number of senior grade posts with a
slightly lower salary scale for the junior grade
had produced more satisfactory results and had
satisfied the staff themselves better than having a smaller number of senior grade posts and a higher scale for the junior grade.
Mr. Edmonds and I said that we had not
sufficient knowledge of conditions in Hong Kong to
say

say whether this suggestion would be
practicable, but we were inclined to think
that it would be worth while suggesting to
the Governor for his consideration. It will,
of course, have to be merely a tentative
suggestion, I think, but in general it would
appear to be more satisfactory to the staff,
and the scale proposed by Mr. Edmonds would
be no more expensive, I think.
