(2) That there was no possibility of

considering Government Marine Surveyors in the

Colonies as eligible for consideration in

connection with appointments to the higher posts

in the Board of Trade itself; they pointed out

the obvious corollary to such an arrangement,

viz. that the Hong Kong senior posts would have

to be regarded as open to officers of the

Board of Trade; we could only agree with them.

(3) That in general it would be better

and more in accordance with home practice to

have a larger number of senior grade posts

even if the salary scales for the two grades

were slightly lower; although they thought that

the minimum of the junior scale should not be

less than £650 as proposed by the Governor.

We suggested that we should put up to them

alternative proposals which, subject to their

concurrence, would be put to the Governor as

an alternative to his own. The present

establishment and salaries are:-

1 Government Marine Surveyor. £860 x 40 1100 (plus rent allowance).

The Governor's proposals are:-

1 Government Marine Surveyor.

Not less than £1300.

with residential allowance of
