matter, and that the present scales of salary
are unduly low. He is impressed by the
importance of the work of the Government
Marine Surveyor and his staff from the point of view of the maintenance of the reputation of the port of Hong Kong. He therefore
proposes a salary scale of £650 to £950 a year,
with Senior Assistants at £1,000 to £1,100.
With regard to the Head of the Department, he states in the despatch that he is inclined to think that the maximum salary for so responsible
a post should not be rated lower than that of an Executive Engineer (£1,300 a year on the new scale) or the Deputy Harbourmaster (£1,200 on the old scale).)
The salary of post on the new
scale remains to be fixed in relation to those
of senior technical officers, however, and the
Governor hopes to be able to submit recommenda-
tions for these in the first quarter of this
year.
The Governor also asks that the Board
of Trade may be asked to consider whether
there is any possibility of regarding Government Marine Surveyors in the Colonies as eligible

posts in the Board of Trade itself. He also
