matters with which a Governor's Deputy could properly

deal were to be conferred on each occasion by the

Governor's warrant.

As there is no local precedent for the issue

of such a warrant, I should be glad to receive your

instructions in this matter and, as it may be desirable

to conform with the practice in other colonies, any

directions as to form which you may think it desirable to

give.

I am advised that as a corollary to the

procedure now suggested, it may be necessary to introduce

legislation to enable the Governor's Deputy to exercise

certain powers vested in the Governor by Ordinance, such

as, for example, are conferred in Gibraltar by section

25 of the Interpretation and General Clauses Ordinance,

chapter 47, in the 1935 edition of the Laws of that

Colony. I should like, therefore, to take this

opportunity of inquiring whether you would also approve of the introduction of such legislation in Hong Kong.
