for each branch; and (b) the premises used for
medical and hospital purposes shall be separated
from those used for charitable work e. g. the care of destitute and aged persons.
(4) Medical work shall be under the control of a
medical committee consisting of representatives of the Tung Wah Committee (the number suggested
is three), two representatives of the Medical
Department, including the Director of Medical
Services if he so desires, and the medical
superintendents of the three hospitals. The
senior of the two Government representatives shall
preside.
(5) The gradual abolition of Chinese treatment shall
be aimed at; in particular (a) Chinese medicine
shall be provided only in a limited number of wards
in the Tung Wah and Kwong Wah Hospitals, and not at all in the Tung Wah Eastern Hospital; and (b) Chinese medicine shall be limited to those
in-patients who spontaneously ask for it.
(6) Future investments of Tung Wah funds shall be in
gilt-edged securities instead of mortgages and
property.
These proposals are at present under consideration by the Annual Committee and the Permanent Board of Advisers and it is expected that they will be accepted in toto;
but
the changes proposed are very drastic and I do not consider
it advisable to press those authorities for an immediate
decision.
