I reminded Mr.Wellington Koo that China enjoyed
reasonable transit facilities at Hong Kong and as far as
His Majesty's Government were concerned they were
considering what help they could give China individually.
I said that I would consider the other points raised
by him and thought that perhaps Council might find it
possible to say something on the subject of poison gas.
I suggested Mr.Wellington Koo should take an early
opportunity of laying his idea before the Council and
should arrange with the President for a meeting for that
purpose.
Of Chinese proposals 1. seems to me irritating
to the Japanese without having any practical value for
the Chinese; 2 scarcely concerns us and we presumably
maintain Hong Kong position but if a resolution is
possible though this is unlikely, do you see any
objection to our concurring? 3 is dealt with by your
telegram No.23. 4 I should have thought that we might
concur in a properly worded anti-gas resolution. I should
suppose that idea of Military Attachés collecting
information is undesirable but I should be glad of
arguments against it.
