dear Gent,

In your letter No. 53548/38, of the 13th May,

you drew attention to the delay which would be

involved if the returns of war material passing

through Hong Kong were communicated to the Americans

through you, the Foreign Office and the United States

Embassy here. In all the circumstances, we think

that it will be best to revert to the procedure

originally proposed by the United States Consul-

General in Hong Kong and get the Government of Hong

Kong to hand to him three copies of the fortnightly

returns which they are to send to you for communication

Those returns, we think, should take the form

of the accompanying specimen. which is based on the

form used for the half-yearly return which the
