The following is the substance of a report dated

16th June, which has been received from the British Vice Consul at Haiphong (through H. M. Acting Consul General,

Saigon):

There is no open unloading of arms at Haiphong but

it is known that arms are unloaded off Haiphong into junks

and therein transported to China ports.

The Vice Consul gives as his own opinion that the

Government General are prepared to wink at the passage of

arms of French manufacture, the imports being ostensibly for

local consumption. This statement is transmitted for

what it is worth.

He has learnt that a French steamer recently

discharged at Haiphong three thousand tons of war equipment

and materials which were stated to be solely for French

consumption.

He has also learnt that 30,000 drums (about

1,600,000 gallons) of aviation spirit are in process of

transit by rail through Tonkin to Yunnan, part being already

delivered, part awaiting despatch at Haiphong.

H.M.Acting Consul General has himself learnt in Saigom from a petrol company official that considerable quantities of aviation spirit are being forwarded by

rail to Yunnanfu.
