Your telegram unnumbered of December 2örd. (uquest for refelinn) Following is text of Saigon telegram No. 23 of December 18thĂ

Governor of Cochin China has stated in conversation with

me and Major Vinden of General Staff Singapore firstly that he has received instructions from Governor General to consider

himself in a period of growing diplomatic tension and pay attention to possibilities of civil mobilization (condition of railways for transport of troops an so on) secondly that he is informed by Sureté here that Japanese espionnage system at Shanghai

has been transferred to Singapore and thirdly, in reply to my question, that Yunnan railway is not yet closed to munitions.
