Your telegram No. 82 (of January 21st: Japanese
bombardment of Canton-Kowloon Railway].
Practically every passenger train would contain British subjects and notification, to which there are certain objections in any case, would therefore be superfluous as
well as burdensome. It will be best to inform Japanese
Government that every passenger train on this line inevitably carries British subjects and suggest that the best guide for Japanese aircraft will be to abstain from attacking such trains. It should be clear to them that on this line they are infinitely more likely to contain non-combatants than
troops.
