I spoke in this sense to the Vice inister for Foreign Affairs yesterday. He stated that he had intended his suggestion to refer to the Canton-Hankow railway only, and he expressed the hope that as regards this line it would at least be possible for us to notify unofficially the Japanese authorities when party of British subjects intended to travel between Canton and Hankow. "R" ends.
Lives of British subjects are at stake and I hope I may be permitted to give this assurance.
