Applicants for permits shall pay permit
fees according to the attached schedule of fees;
but fees may at discretion be remitted in the
case of finished arms or ammunition transported
by military departments or troops which are being
transferred to other stations for official reasons.
All arrangements relating to reductions of
or exemptions from likin, or the regular payment
of same, affecting transport permits, shall apply
as heretofore; and the procedure for reporting at
tax stations, and the freight charges by land or
water, shall likewise be unaffected.
Where any of the articles enumerated in
Article Three are being transported without a
permit issued by the National Government, where
the description or quantity does not correspond
with the statements on the permit, or where period
of validity of the permit has expired, as well as
the in the case of a breach of Article Seven,
goods concerned shall be detained by the Customs
station, which shall report the circumstances, and
apply for instructions.
The procedure for the issue of special
permits for the transnort of Chile Saltpetre shall
be that laid down in the Temporary Arrangement for
the/
