3. Closer investigation, however, disclosed

that the construction work already done by the Chinese

of

engineers was not/a quality that could be accepted

and in view of the further consideration that the bridge

is in British territory it was decided that the entire

reconstruction and completion of this work should be

undertaken by this Government.
