With reference to my conversation with the Principal
Assistant Colonial Secretary today in connection with the weekly Munition Returns, I would like to point out that "Weight of consignment" means the "Booked Weight", i.e. the weight on which freight is paid. In the majority of cases,
this is not the actual physical weight.

"Consignment Weight" is calculated as follows:- Canton-Hankow Railway Wagons (40-ton capacity). (a) Munitions consigned from Kowloon to Stations
on the Canton-Hankow Railway. Consigment
weight = 40 tons whatever the physical weight. (b) Munitions consigned from Kowloon to Canton.
Consignment weight 30 tons when the physical
weight is 30 tons or less, or = 40 tons when
physical weight is in excess of 30 tons.
Chinese Section Wagons of Canton-Kowloon Railway.
(30-ton capacity).
(a) Munitions consigned from Kowloon to stations
on the Canton-Hankow Railway - Consignment
weight = 30 tons irrespective of actual
physical weight.
(b) Munitions conveyed from Kowloon to Canton.
Consignment weight = 20 tons when physical
weight is 20 tons or less, or = 30 tons when
physical weight is in excess of 20 tons.
The reason for the differences in methods of
calculation between Canton and Hankow rates is that the rules
governing freight are different.
It is impracticable to weigh individual consignments on account of the traffic congestion and subsequent delays
involved.
