2. Mr.Ormsby Gore proposes, subject to the
concurrence of Lord Halifax, to instruct the
Governor to inform the Consul-General that it
is preferred that the United States Government
should raise the matter with His Majesty's Government
in London. If the United States Government comply able
the swearchm
with such procedure and address their request t
the Secret
of State for Foreign Aff
though diplomatic charmels
London, Mr.Ormsby Gore would see no objection to
penicically
information being given to the United States Ambassador
rtnightly based on the particulars contained in
the weekly telegrams from the Governor in which
the figures are given of exports of munitions to
China by rail from the Colony.
3.
It is however appreciated that those
figures as explained in the Governor's secret
despatch of the 3rd of March , a copy of which
(No.64)
was communicated to the Foreign Office in
note from this Department of the 25th March, are
not assessed with accuracy, and moreover the
United States request is for information on a more
extensive scale. If Lord Halifax so desires
