Sir,
With reference to your letter No.53548/38 of the 30th March
regarding the request of the United States Consul-General at
Hong Kong to be supplied with information respecting munitions
passing through Hong Kong, I am directed by Viscount Halifax
to state, for the information of Mr. Secretary Ormsby-Gore,that
he concurs in the proposal to inform the Consul-General that it
is preferred that the United States Government should raise this
matter with His Majesty's Government in London.
2. I am to add that it would in Lord Halifax's view be
useful for His Majesty's Government to receive, not necessarily
for communication to the United States Government, the fullest and
most accurate information possible on this subject, and he
would be grateful if instructions in this sense could be sent
to the Governor of Hong Kong unless Mr. Ormsby-Gore sees any
objection.
