Dear Henderson
With reference to my letter of the 6th May
about returns rendered by Hong Kong of war materials
passing through the Colony, it will be seen from the
telegram which we sent to the Governor on the 6th April,
following upon the request in Foreign Office letter
F 3493/34/10 of the 5th April, that we asked him to
send home statements fortnightly by air mail. The
question has now been raised here whether the returns need
be sent by air mail. There is the objection that it
involves the transmission of secret matter across
foreign countries where there is a possible chance of an
opportunity occurring for its being intercepted.
cost of transmission by air is high compared with the
cost by sea, and there may not be a sufficient need to
obtain early information of this particular matter to
