This is the summary of the Military

Attaché's appreciation of the present situation

in China. He states that the Chinese Army is

irreparably smashed and the Air Force eliminated.

The only hope of the new Government lies in the

provision of facilities for implementation of

war material, and he considers that it would

be most unwise for H.M.G. to "bolster up a

dying cause". The Central Government should

therefore, he considers, receive no encouragement

or support whatever I attempt to import

war material via British territory.
