With reference to your letter dated 7th January,

1939, No.53547/38 concerning the Arsenal Yard, Hong Kong,

I am commanded by My Lords Commissioners of the Admiralty

to state for the information of the Secretary of State

for the Colonies that They have decided not to make the

necessary provision in 1939 Estimates for the construc-

tion of buildings on this property. The negotiations

for the acquisition of the seaward portion must perforce

be suspended.

2. My Lords note that the Hong Kong Government are

prepared to give an undertaking not to sell the land-

ward portion of the Yard without first informing the

Admiralty and They would be grateful if this under-

taking could be extended to cover the whole of the

property.
