With reference to paragraph two of Lord Harlech's despatch No. 132 of the 16th of May, 1938, regarding the promotions of Mr. F. W. Shaftain and Mr. R. H. E. Marks to posts of Assistant Superintendents
of Police, I have the honour to inform you that Mr.
Shaftain is now on home leave (vide my despatch No. 153
ff of the 18th of February, 1938) and his wishes regarding
membership of the Colonial Police Service cannot at
present be ascertained. Mr. Marks states that he
does not desire to be appointed a member of the Colonial
Police Service, but to have his service confined to
Hong Kong.
