I agree generally with Mr. Gent. Clearly

we must leave out of account, at present anyhow, the

possibility of University experts selected for the

higher education enquiries in Malays being asked to

go on to Hong Kong. Perhaps a note to this effect,

if approved by higher authorities, should be inserted

on the Malaya Higher Education Commission file.

With reference to . in the last paragraph

of Dr. Sloss' letter (enclosure to no.1) I suggest

that the Governor might be told in reply that the

possibility of outside experts being required later

on, say in six months time, to which Dr. Sloss

refers, has been noted, and the hope might be ex-

pressed that the Governor will let the Secretary

of State know before the end of the year any further

development of the situation.

Though the University is constitutionally

autonomous, its future seems to be a matter of more

than local concern. If the intention of those who

were responsible for its establishment is maintained,

i.e. if the University is to carry weight in South
