When the Report of the University Committee
was made last year, it aroused very strong opposition
locally, and it was felt here that it would be
essential to have its finds and the whole question
of University policy, reviewed by an outside expert
from this country.
The Secretary of State suggested, shortly
after it was published, that investigation by an
outside expert was essential, but this course was
opposed by the Colonial Government, and the O.A.G.
stated that if the Report were sidetracked, he feared
the result would be the resignation of most of the
European unofficial members of the Court and Council
of the University, and possibly those of the
Chinese members.
The correspondence on this file on the whole
supports the Report of the Committee as against the
view taken of it here. Mr. Sloss's letter at (1)
states that the Report was not so much wrong in
substance as hasty in expression, and states that
an expert Committee from England would inevitably
produce an even more damnatory report. Sir William
Hornell's letter at 3 gives strong support to the
views expressed by the 0.A.G. at the time, and
supports the view taken locally that there is no
necessity at the moment for the appointment of an
expert
